I'm not entirely sure if I understand you correctly: Did you acutally download and install the entire game and it doesn't start or does it fail to even start downloading the game? If the download itself fails, you can try this: Go to your Steam folder -> steamapps -> downloading then backup or rename any files you find in there related to Shadow of Mordor or with the SteamID 241930 and delete the original files. These sometimes get corrupted and Steam can't download the rest of the game. Close Steam, then try to download again. Let me know if this helped you out, I hope it does. EDIT: You need at least 51GB of free space for the installation to go through, maybe even more during the initial installation process.
